Regulations haven’t stopped fraud. Scammers coach victims, bypass warnings, and split payments to avoid limits. The proposal would ban physical crypto kiosks while keeping digital crypto services available. It’s about stopping scams — not banning crypto.

Crypto kiosks are driving a surge in scams in MN — with ~400 crypto‑only kiosks and hundreds more ATMs offering crypto. Scammers use them because transfers are fast, untraceable, and almost impossible to reverse.
