C. needs a prison for its incarcerated felons, one with accountability to the local government. It is a state function; one of several that D. C. must take back to be a state.

Today, I met with the new Director of BOP, who assured me BOP is transferring some DC residents from a facility in Louisiana after two were killed. We also discussed my bill to require DC residents serving DC felony sentences to be housed w/in 250 miles of DC.
