Emanuel “Chris” Welch is the first African American to serve as Speaker of the Illinois House of Representatives. Since taking the gavel, Speaker Welch has focused on creating a stronger Illinois, with major investments in education, infrastructure, healthcare, and the economy.

The current Illinois Lieutenant Governor, Juliana Stratton is the first African-American to hold the position in this state. Born and raised on Chicago’s South Side, Stratton served a term in the Illinois House before taking office as Lieutenant Governor in 2019.

Today, Illinois’ FY27 balanced budget proposal was unveiled to keep life affordable for working families while investing in key priorities that center on care and stability, better supporting families and communities across the state.

I will continue working in Springfield to protect and strengthen our community’s future. I look forward to advancing a thoughtful, compassionate budget that our community deserves.
