How is this the way you guys are interpreting this? What I see here is, there's no reason to go for bottom 3 when you have the same odds as the 19th worst. Also, teams who lose in the first round of the playoffs get some shit as well. This way, tanking doesn't really pay as much

So… we will still have bad teams with no incentive to win, and we’ll add more teams saying at the end of the year: “You know what, we aren’t good enough to win in the playoffs, so let’s gamble for the No. 1 pick.” This really doesn’t solve anything.
