It’s really the only thing in this film that seemed out of place. I don’t believe that Tommy Shelby would ever kill his brother. There’s no way for me to verify this, but I believe they wanted and had Arthur in the original storyline, but due to real life issues of Paul Anderson this may have been a last-minute solution. Because if he were able to fill this role, I am sure it would’ve been an intense emotionally driven fight scene with Arthur being killed - without having the scene hidden in the inside of a car. - that’s my perspective
