@SebPHawkins @andyburnham I suspect this is the first step towards doing just that. And I hope so. A lot of other countries have more than one completely dominant city. Manchester is England’s second city now and people overseas wouldn’t know it for anything other than football.

@andyburnham To be clear, not dissing Manchester. It's a wonderful city and would be a strong contender. But so would Glasgow, so would Newcastle. So would somewhere rural. So would lots of places. It's a big idea, a big change. Shouldn't the decision be a more open process?
