The Business Development Bank of Canada awarded a contract to McKinsey despite it not being the highest-scoring bidder. They also awarded two sole-sourced contracts without documenting their justification. CBSA had three McKinsey contracts that were missing bid evaluation documents. ISEDC had two contracts that were missing bid evaluation documents.
