@Mortdog there is a bug in PBE where mordekaiser is showing as an arbiter without emblem. it does enable trait.

@danfornace Heavies aren't allowed to be good. In NASB2, the game launched with reptar being great but not broken. They then nerfed him multiple patches in a row and still left in infinites and countless ToDs for other characters. It's just a fact of life for a heavy to suffer.
