In 2008, the government in partnership with Zoomlion attempted to revitalize the work of the once feared health inspectors, popular known as, “Samansaman” or “Tankas”, across the country.
To achieve this aim, 4,000 sanitation guards were recruited.
However, nearly two decades later, although the supervisors of these guards say the programme has effectively collapsed, Zoomlion was paid over GHS 37 million in 2022 to manage the same number of guards recruited in 2008.
The guards tell The Fourth Estate that most of their colleagues have quit due to the non-payment of their allowances.
The Minister of Local Government, Ahmed Ibrahim, has refused to provide information on the project. Zoomlion has also not responded to an interview request.
