Good Lord! Who’s the idiot? Industrial carbon taxes are charged to Farmers and all Producers. Do you think they just absorb that cost without passing it on? Transporters are charged it and pass it on as well. Wholesalers & Distributors pass it on to Retailers Grocery stores make no more than 5% profit as it is. They pass it on to Consumers in the prices on EVERYTHING

I get why the Conservatives were desperate to spin "who cares?" into something it wasn't. Because the true meaning will make PM Carney wildly popular. "Who cares?" was a shot at Trump. That's how I read it. Carney is fed up with Trump and moving on.
