Third, the quietest: spatial restriction through legal ambiguity, with police citing a governor regulation that contains no actual prohibition on protesting at the Hotel Indonesia traffic circle. This convergence contradicts recent reform efforts. The KPRP had recommended body cameras, graduated use-of-force protocols, and independent monitors, all absent on June 12. The revised Police Law, passed in a five-day sprint, instead widened the overlap between policing and civilian governance through a new Article 28A.
