The end of the game should be considered with this decision. There's strategy involved late in the game with fouls 7-9. That element is going away to prevent injury? I agree with you, I don't buy that either

@jareddefore @Rick_Sports10 Don't know that it matters much. Not sure I buy the injury rationale, but Ilit could pick up the pace of the game, not having teams foul late just to get to the bonus since now they get two shots automatically.

New high school basketball rules for next season. When teams reach five fouls in a quarter, opponents are in the bonus. Fouls will reset after every quarter. No more one and one. All common fouls in bonus now get two shots. What do fans, coaches and players think of this?

@jareddefore @Rick_Sports10 This really mirrors NCAA women's basketball since it moved to quarters instead of halves in 2015-16. Same rules there.
The men are the only level in America to play halves of basketball, and use the 7/10 bonus limits.

I believe it’s likely a quality of game discussion. There are over 400 schools in the state.
The quality of basketball in the lower half isn’t great. Rushing those kids to shoot would decrease the quality of shots.
