@PixelBibleBytes I could believe Kinger transferring the Circus to a laptop, which could also explain why the wi-fi was only temporary, but I don’t think he was doing scans himself. When Kinger was using cmd, you can see the first batch came in 1999 while Ragatha came in 2008.

My headcanon:
The Digital Circus is on Kingers laptop and his real life self keeps an eye on it. Caine accessed the wifi at a Cafe, that's not possible on a 90s desktop PC.
It's possible that he does a brain scan every once in awhile if people abstract or to keep the program entertaining.
Pomni may have come across it while he was in the middle of transferring files from the PC to the laptop and she thought the place was abandoned as he was going through the process of shutting the office down.
Logically, with it being a program, they would have no knowledge of the system being turned off, so the only time they are aware is when they're being observed.
