Warning date of “high impact” weather: 09-10 November 2025 (Sunday to Monday)
As local impacts may vary from location to location, the public and local authorities are advised to take all necessary measures to mitigate the impacts of heavy rainfall and flood in your respective localities. Unless significant changes of the weather system occur, the next IBF warning will be issued tomorrow at 03:00PM.
Risk statement: Severe impacts are expected over Metro Manila
Expected Impacts: (09-10 November 2025)
• Most of the health facilities may be damaged.
• Severe injuries, permanent disability, and danger to life may be expected.
• Except for those that are structurally resilient, damage to houses and buildings may be widespread, with the majority likely to sustain extensive or complete damage.
• Most consumer connections may experience electric power interruptions.
• Interruption of water services may be widespread.
• Widespread disruptions in road, rail, sea, and air transportation may be expected, with many passengers stranded for long periods.
What to do?:
• Stay indoors and stay tuned for the latest news and weather updates.
• DO NOT touch electrical equipment if you are wet or standing in floodwater.
• DO NOT go swimming or boating in swollen rivers.
• DO NOT cross streams when the water level is already above the knee.
• DO NOT walk or drive through flooded areas.
• Leave the evacuation area only when authorities say it is safe to return home.
• Report fallen trees and electric posts to proper authorities.
• Check for wet or submerged electrical outlets and appliances before turning on electricity.
• Check your house for possible damage and repair as necessary.

SIGNAL NO. 3 IN PARTS OF LUZON AS TYPHOON UWAN INTENSIFIES; METRO MANILA RAISED TO SIGNAL NO. 2
As of 5 p.m. on Saturday, PAGASA reports Typhoon #UwanPH rapidly intensifying over the Philippine Sea, with maximum sustained winds of 150 kph near the center and gusts up to 185 kph. Five areas are now under Wind Signal No. 3, where moderate to significant impacts from storm-force winds are expected.
Meanwhile, Metro Manila and surrounding provinces have been raised from Signal No. 1 to Signal No. 2, facing minor to moderate impacts from gale-force winds. PAGASA warns of heavy rainfall, life-threatening storm surges and dangerous coastal waters. Residents are urged to take precautions and monitor updates.

PAGASA said the system could reach super typhoon strength by Sunday afternoon, November 9, bringing torrential rainfall to 16 provinces in Luzon.
In its 11 a.m. weather advisory, the state weather bureau last spotted Fung-Wong about 1,315 kilometers east of Eastern Visayas, packing maximum sustained winds of 100 kilometers per hour and gusts up to 125 kph.
It remains outside the Philippine area of responsibility (PAR) but is expected to breach the country’s waters by late Friday evening or early Saturday morning. It will then be assigned the local name “Uwan.”
