If Odysseus was clever enough to outsmart the giant Cyclops, why couldn't he come up with a plan against the Laestrygonians?

Maybe I’m missing something, but why did Odysseus seem so much less clever when he ran into the Laestrygonians? Against the Cyclops, he was always five steps ahead. Here… it felt like he didn’t have a plan at all.
