Russia probably didn’t intend to hit Romania. But in planning its attacks on Ukraine it doesn’t mind if Romania gets struck once in a while, calculating (correctly, so far) that there will be no price to pay for that.

It is fair to say that neither Ukraine nor Russia is winning the war. For Zelenskyy, this is good news: only yesterday, many were predicting his defeat. For Putin, it is bad news: no one seriously believes anymore that he is winning. Yet Putin does not want to end the war. He seems to have five basic choices, but after four years of full-scale war, his core problem is clear: none of them gives him a guaranteed result. A technological breakthrough? It takes time and offers no guarantee of a success. A tactical breakthrough? Ukraine may adapt faster than Russia can turn it into strategic gain. Mobilization? The Kremlin’s cheapest instrument, but one that raises the domestic cost of war. A new theater of war? It may shift attention, but it does not guarantee a quick victory. Nuclear weapons? Shock effect, but with uncontrollable consequences for Moscow itself. So he will most likely do what he does best: buy time. He will move, in fragments, along the first four tracks and keep threatening the fifth. Ukraine’s options remain unchanged: strike deeper, defend the sky, and strengthen resilience at home — politically, financially, and militarily. This has worked so far. It can keep working.

Ukrainian ambassador to the UN @MelnykAndrij: I'm not sure that I will have any appetite to visit Moscow. Even when Russia is defeated, even when and after Putin's regime has collapsed, even after Russia has paid war reparations, even when the next government in Russia were to beg on its kneels for an apology, even after all the Russian war criminals will be sentenced, there will be no reconciliation between Ukraine and Russia for decades, maybe for centuries. I will even refuse to visit Moscow as a member of the Ukraine delegation that will travel to Russia to witness Russia's signature of its declaration of capitulation.

Mette is completely right - russia has **invaded Europe** and two thirds of the continent are still acting as if we are just dealing with some kind of minor diplomatic disagreement. These are the kind of delusions we cannot afford.

Two women killed. Dozens wounded. Yet another vile strike by Moscow against Kyiv and its residents. Last night, the Russians targeted the very heart of our capital. The National Art Museum, the Philharmonic, the Music Academy, and the Yaroslav the Wise Library were badly damaged. The Chornobyl Museum was almost completely destroyed. Architectural landmarks of Podil and the historic center were also damaged: the Contract House, the Postal Station, the Church of the Nativity of Christ, the Kyiv Opera, and schools. This is a war against our culture, memory, and identity. For centuries, Moscow has tried to destroy everything that makes us Ukrainian. This is genocide. We are documenting each of these crimes for future tribunals. Our memory cannot be burned away by missiles. We will rebuild everything. My deepest condolences to the families of those killed. Strength to all Kyiv residents affected by this attack. Glory to Ukraine!

NATO Secretary General Mark Rutte: Europe, with the UK and Turkey and Norway, is over 500 million people. We are facing an adversary in Russia of about 120 to 140 million people. And we are now overly dependent on one ally with about 350 million people, making sure that we can defend ourselves against Russia. That's not sustainable long term. And that one ally cannot keep explaining this to its own public.

President Trump’s administration does not appear to be planning a formal U.S. withdrawal from NATO, as such a move would face strong resistance from Congress, the Pentagon, allies, and a number of Republicans. Instead, it is gradually reducing America’s security presence in Europe. Recent decisions point to a consistent trend. The Pentagon has canceled the rotation of around 4,000 U.S. troops to Poland. Earlier, the United States announced reductions to its presence in Germany. Washington has also revised plans for deploying certain long-range systems in Europe, including Tomahawk missiles and hypersonic weapons. Specific elements of America’s security presence are being reduced: the speed of force deployment, logistics, forward positioning of weapons, strike capabilities, and the predictability of the U.S. response in a crisis. NATO formally remains, but confidence in the automatic nature of American support is weakening. The Trump administration explains this as a "redistribution of burdens." The United States no longer wants to carry the main conventional burden simultaneously in Europe, Asia, and the Middle East. China has become President Trump’s primary strategic priority, while Israel’s security remains an unconditional strategic interest. So, current policy increasingly resembles not isolationism, but selective retrenchment - a selective reduction of American commitments where Washington sees fit. ‼️ The effects of this policy benefit Russia even without any formal "rapprochement." The Kremlin does not necessarily need NATO to collapse. It is enough for doubts to emerge among allies about the effectiveness and reliability of the Alliance. Europe is already responding: Poland is sharply increasing military spending, Germany is accelerating rearmament, and France is pushing for strategic autonomy. But there is a timing problem. The United States can reduce its involvement quickly. Europe builds capabilities slowly. It is precisely this gap in timing that now creates the main strategic risk for European security.

The Security Service of Ukraine has detected ❗️elevated radiation levels on the wreckage of a Russian "Geran-2" (Shahed) strike drone used in the attack on Chernihiv region on the night of 7 April 2026. Fragments of an R-60 air-to-air missile were found near the settlement of Kamka. Radiation reconnaissance measured gamma radiation of 12 microsieverts per hour near the debris - significantly above the natural background. The warhead contained depleted uranium (U-235 and U-238). The explosive part was neutralized by the Security Service of Ukraine, State Emergency Service and Defence Forces and transported to a radioactive waste storage facility.

At today’s Development Council, we will discuss how Europe can better align aid, trade, security, and defence partnerships with both the development needs of our partners and our own strategic interests. Global Gateway investments must focus where they can have the greatest impact, and where countries align with our interests.
