I used to work for a local authority who when she neighboring authority announced a 30% target for emissions reduction mine announced 33% without any idea how and no funds

I think demand needs to be moderated to remain within the available recycled resource and we do that by removing wastage we don't want to increase the volume in the cycle by adding more fresh raw materials
