राज्यसभा के तीन मकसद हैं.. ब्रिटिश पार्लियामेंट सिस्टम की अनुकृति में भारत मे भी दो सदन है। निचला सदन याने हाउस ऑफ कॉमन्स, और लोकसभा, दोनों जगह एक जैसी है। जहां सांसद सीधें जनता द्वारा, क्षेत्रवार चुने जाते हैं। ●● ब्रिटिश हाउस ऑफ लॉर्ड्स, प्राचीन नोबल्स की सभा है। वे अलग अलग इलाको के जमींदार थे। ओरिजनल पार्लियामेंट यही थी। तब राजा, जमींदारों की सभा के सलाह मशवरे पर चलता था। इसके सदस्य, वंश परम्परा से आते। टाइटल/पद अक्सर बड़े पुत्र का होता था। आम लोगो को इस संसद में लेना 17 वी सदी में शुरू हो गया था। पहले ये लोग राजा द्वारा एपोइंटेड होते। बाद में सामाजिक समूह, व्यापारी गिल्ड वगैरह भी चुनने में मदद करते। एडल्ट फ्रेंचाइज से चुना जाना तो, महज 1880 के आसपास शुरू हुआ। UK हाउस ऑफ कॉमन्स का वर्तमान स्वरूप में गठन 1920 के दशक में ही हुआ। भारत की लोकसभा इसी तर्ज पर है ●● लेकिन भारत का उच्च सदन में राजाओं, जमीदारों को वंश परम्परा पर सदस्यता देने का सिस्टम नही बनाया गया। बल्कि इसके 3 मकसद थे। 1 - जो प्रबुद्ध लोग, चुनावी राजनीति से संसद में नही आ सकते, उन्हें लाया जाए। संसदीय विचार में लिए वैज्ञानिक, समाजशास्त्री, एकडेमेंशियन का नजरिया भी मौजूद हों। 2- लोकसभा के फुल टाइम पॉलिटीशियन जो पॉपुलिस्ट हो सकते हैं, उनके ऊपर दूसरा सदन हो, जो चेक एंड बैलेन्स रखे। तीसरा कारण सबसे ज्यादा इंटरेस्टिंग है। ●● इसका चयन राज्यो के विधायक करते हैं। तो यदि कोई आवाज (दल) ऐसा है जो किसी राज्य के किसी इलाके में लोक आकांक्षा का प्रतिनिधित्व करता है याने 10-15 विधायक है मगर संसद में उसकी कोई आवाज नही, तो वहां एक प्रतिनिधि, राज्यसभा के माध्यम से भेज सके। इस तरह राज्यसभा, हर महीन आवाज को भी अवसर देती है। और संघीय ढांचे को सपोर्ट करती है। ●● लेकिन उपरोक्त मंशाएं, सीमित ही पूरी होती रही है। काग्रेस दौर में राज्यसभा, हारे हुए पॉलिटिशियन्स का रिटायरमेंट गृह बन चुका था। उसने वह नीति, आज भी अपनाई हुई है। कुछ छोटे दल, इसे धन प्रबन्ध का मार्ग बना लेते है। पैसेवालों, चन्दा दो, सीट लो। लेकिन अब भाजपा द्वारा क्रॉस वोटिंग और विधायक ललचाने के रास्तों से यह सुनिश्चित किया गया है कि महीन आवाजों को प्रतिनिधित्व न मिले। वर्चस्ववाद के तले, दोनों सदन अपनी उपयोगिता खो चुके हैं। ●● चुनाव अबूझ तरीको से जीते जा रहे हैं। और इन नीतियों से, संसद एक "नॉमिनेटेड" जमावड़ा बन चुकी है। लोकसभा और राज्यसभा, दोनों ही सिर्फ सरकार द्वारा पेश किए गए बिल पर मुहर लगाने के अड्डे हैं। सभापतियों ने सुनिश्चित किया है, कि नीतियों की आलोचना न हो। कोई सुझाव न सुने जाएं, और संसद के सत्र शोर शराबे, निरर्थक बातों में निकल जाए। प्रधानमंत्री संसद में बैठते नही। सुनते नही। मंत्री हेकड़ी दिखाते है। सवालों के उत्तर, प्रलाप से देते हैं। सांसदों का कोई ओपिनियन स्वतन्त्र नही। वे अपनी अपनी पार्टी लाइन पर, स्क्रिप्टेड शोर शराबा करने वाले अभिनेता हैं। इस भीड़ में कौन कौन से नाम और जुड़ गए? इससे क्या फर्क पड़ता है। ●● तो राज्यसभा की सीट कौन जीता, कौन हारा। इस विशाल सुसज्जित भवन के एक कोने में, किसी कुर्सी पर जमा धूल का एक कण उड़ा, और दूसरा जम गया। क्या फर्क पड़ता है?
