Mostly Johnny Carson popularized "billions and billions." Sagan often said “billion” and talked constantly about enormous numbers, but the exact catchphrase “billions and billions” was widely associated with him because of Carson’s parody on The Tonight Show, not because it was a standard Sagan line. The famous phrase originated in a 1980 Carson skit. Sagan himself later said he never actually said “billions and billions” in Cosmos.
