Canonically, he doesn't control their thoughts. It's hard to describe, but he's essentially a force that drives them. Fear of Sauron coupled with a desire to destroy. The way both Sauron and the orcs are portrayed in Rings of Power is fundamentally anti-canon. Just stuff Amazon made up.

Doesn't Sauron basically control the orcs' thoughts, and that's why they all scattered when he was defeated? They were so used to feeling his will in their minds that, once it disappeared, they were driven mad by its sudden absence and killed themselves and each other?

Lot of debate as to whether or not they'd pay the cancelation fees. What's going to happen is they're going to rush production so they can fulfill their contractual obligations and then finally be done with the trash fire. This much was confirmed when it was reported earlier this year that Amazon wants to have S4 out by next year, even though they haven't even released a trailer for S3. Also, even though I believe the Mellon Heads that word out of Amazon is due to high production costs they won't pursue spinoffs, I don't believe Amazon. It's because of the overwhelming backlash from Tolkien fans who hated Rings of Power.
