ICE is already funded to the end of the year. So funding TSA doesn’t defund ICE.

Yes, a member of Congress can request the House Chief Administrative Officer (or Senate equivalent) to withhold or defer their pay during a shutdown, to be released afterward.
This is common practice—multiple lawmakers have done exactly that in recent shutdowns (e.g., Steil, Latta, Kim, and others in 2025-2026). It doesn't waive the pay (which the Constitution requires) but simply delays disbursement.
