@volkskrant benoemt ook als probleem de bestuurlijke onmacht om arbeidsmigratie in betere banen te leiden. Zoals t inperken van de perverse fiscale voordelen, waarvan werkgevers nu nog profiteren bij het inhuren van laagbetaald personeel of de uitbuiting m.b.t. woonruimte.
