On Wednesday night, a young woman went to a Gunna concert at the O2 in London.

The ICJ did not make such a judicial order, it has no such power to order this, that is it's called an advisory opinion.
It's also why the Pillay commission submitted their report and then hastly left the UN, because they too knew it could never survive legal scrutiny.
