I have observed with considerable disquiet the recent public pronouncements attributed to sellout Retired General Mashingaidze in apparent support of Constitutional Amendment Bill No. 3 and the extension of President Emmerson Dambudzo Mnangagwa's mandate beyond the constitutionally prescribed term. I do not issue this statement lightly, nor do I do so without first having subjected the general's reported position to the most charitable and thorough reading I could afford it.
I have concluded that no such charity is warranted. What has been presented to the Zimbabwean public as the considered view of a senior retired officer is, in my assessment, neither considered nor independent. I am compelled by duty to the Constitution, to the men and women who sacrificed their lives for the sovereignty this document embodies, and to the citizens who deserve clarity to say so plainly.
The Constitution is not a document of convenience. It is the covenant sealed in the blood of those who came before us and no man's political repositioning changes that.
Retired General Mashingaidze is a man without a record aive mutengesi munguva yeHondo. He has, in recent years, expressed positions that, while not always aligned with my own, reflected a coherent understanding of constitutional governance and the limits of executive power. The position he now appears to champion stands in sharp contradiction to that record.
I do not ask Zimbabweans to accept my characterisation of this shift on faith alone. I ask only that they apply the most fundamental standard of political scrutiny when a man of stature changes his position on a matter of constitutional principle, the burden of explanation falls on that man. No such explanation has been offered. No intellectual framework has been advanced. No engagement with the merits of the constitutional arguments has been produced.
What has been produced is a statement read haltingly, I am told, by the general himself that aligns with remarkable precision with the political objectives of those who stand to benefit most from a term extension. This alignment is, at minimum, a matter that demands explanation.When a man of honour changes his position on constitutional principle, the burden of justification belongs to him not to those who question the change.
It is no secret in Zimbabwe's political landscape that Professor Jonathan Moyo,Ziyambi Ziyambi and Mr. Temba Mliswa are among the most active and resourceful architects of public opinion on the ED2030 question from both sides of the debate, depending on the season and the calculation. Their fingerprints, whether literal or figurative, on any statement that advances or retreats from a constitutional position should give every serious observer pause.
I make no definitive claim about the authorship of General Mashingaidze's statement. I am not a court of law. I do not have sight of a draft. But I am a man who spent decades in uniform, who knows how military minds are trained to express themselves with precision, economy, and command authority. I know what a general sounds like when the words are his own. I encourage Zimbabweans to form their own assessments.
Good move by Major General (Rtd) Mashingaidze and other Generals to come out OPENLY to state their position on CAB3 unlike the skulduggery which has been employed by the Muchena canal.
Every citizen possesses the inherent right to articulate their perspectives regarding the proposed amendments.
However, it is perilous to ensnare innocent individuals and entangle them in dubious intrigues for the sake of projecting strength as General Muchena did.
The commendable action taken by Major General (Rtd) Mashingaidze to publicly distance himself and numerous others from the reckless initiative promoted by Muchena is noteworthy and reflects a principled stance amidst a swirling tide of irresponsibility.

And therefore let's do time limits. It was as a reaction to what had been happening.
Now the fact that the United Kingdom does not have term limits, does not make it any less democratic. Stan Rylander, I see here from Sweden. The Swedes don't have term limits. Doesn't make Sweden less democratic.
If African countries decide not to have term limits, why would they be less democratic? So, I'm saying that this was the tactical response to a particular history. And now we want to turn this into a principle like it comes from the Bible or the Quran or something”

It is dangerous to turn a tactical decision to introduce a directly elected Executive President in 1987—in anticipation of the failed agenda for a legislated one party one-man rule state—into a principle of “one man one vote” or universal adult suffrage like it came from the Bible or the Quran or something.
Learn to distinguish between tactics and strategy or expediency and principle.
Meanwhile, CAB3 does not amend any term limit provision!
My sources in Zimbabwe’s Ministry of Information are telling me that tomorrow there will be a press conference addressed by retired Major General Gibson Mashingaidze to counter the group of retired generals opposing Constitutional Amendment No. 3, which is represented by Air Marshal Henry Muchena.
Cracks are emerging in the camp of retired generals regarding the controversial constitutional amendment, which seeks to give President Emmerson Mnangagwa an extra two years to his final term of office, which ends in August 2028.
Major General Gibson Mashingaidze is the Masvingo War Veterans League Provincial Chairman.
The general is expected to break ranks with Air Marshal Muchena’s group and endorse Constitutional Amendment No. 3 if the press conference goes ahead as planned.
Retired Major General Mashingaidze was born in Ushe, Bikita District, in Masvingo Province in 1949. He attended Ushe Primary School before proceeding to Mashoko Secondary School. He later joined the liberation war in the 1970s, becoming part of the armed struggle against colonial rule.
He participated in the violent 27 June 2008 presidential campaign together with retired Major General Engelbert Rugeje, heading the Masvingo Province campaign team. He was subsequently placed on sanctions lists that barred certain named ZANUPF officials from travelling to the United States and the European Union due to their role in that violent election period.
