1) Power levels have no tangible metric
2) Toriyama jumped the shark extremely early on with bullets and the moon
3) It's VERY inconsistent

Also yes evil is a “depravity” but there’s also an existence who’s whole point is to spread depravity and corrupt others (Satan) which is where the idea comes from
