I assume the "robust" security guarantees Russia has agreed to will be as “robust” as the guarantees contained in the Budapest memorandum.

Can’t help thinking that news Russia has agreed to allow the US and Europe to give Ukraine "robust" security guarantees as part of a potential peace deal, will come as news to Russia.
