INTERVIEW – Mijačić: The time of ideal solutions for Kosovo Serbs has passed, the question is what can still be saved The issue of integrating the Serbian healthcare and education systems in Kosovo has come into sharper public focus than ever before. Two contradictory messages dominate the public space — integration into the Kosovo system is forthcoming, yet such integration in these two key sectors for the Serbian community is said to be impossible without the establishment of the Association of Serb-majority Municipalities (ASM). However, the Association appears unlikely as long as current Prime Minister Albin Kurti remains in power. He has clearly stated that there will be no Association, but that integration of Serbian healthcare and education will proceed. According to Kurti, employee lists in these two sectors are a prerequisite for integration, as well as for obtaining temporary residence permits for staff who are not from Kosovo. It remains unclear what this process will concretely mean for both employees and service users, as well as what solutions are realistically possible.
