This will come into play later in an important way, as it will force Biden to find creative or furtive ways to provide money and justify Trump’s total pause in 2025. August 2018: Trump redirects $200 mil intended for projects in West Bank and Gaza to "high-priority projects elsewhere" (his wallet). Same Month 2018: Trump cuts over $350 mil annually from UNRWA, functionally dismantling it, ending services to Gazans. 2019-2020: The Taylor Force Act halts all US funding that directly benefits the PA.
