Iran targeted and even managed to hit a US embassy in Baghdad, they hit civilian aircraft in a civilian airport in the UAE, targeted a water desalination plant, and many many more targeted but not hit because the attacks were intercepted. Go do some reading, the gulf states are all pissed at iran including nations like qatar that are usually friendly to iran.
