From Repression to Military Command: Alerts over González López at the Ministry of Defense (Caracas, March 19, 2026) A new report titled “Gustavo González López: Command Responsibility, Human Rights, and the Intelligence Apparatus in Venezuela” documents, based on investigations by the United Nations, the OAS, and human rights organizations, the participation and command responsibility of the current Minister of Defense in a systematic system of political repression in the country. The document analyzes his tenure at the head of the Bolivarian National Intelligence Service (SEBIN), noting that under his leadership this agency operated as an instrument of political control, involved in arbitrary detentions, torture, short-term enforced disappearances, and sexual violence against individuals perceived as opponents. According to the United Nations Independent International Fact-Finding Mission, there are “reasonable grounds to believe” that González López had knowledge of, participated in, and contributed to the commission of serious human rights violations, within the framework of a systematic pattern directed against the civilian population. The report also documents his role within the chain of command, including the issuance of operational orders, direct supervision of detentions, and his participation in coercive interrogations. A designation that raises alarms The recent appointment of González López as Minister of Defense on March 18, 2026, represents a critical turning point: for the first time, a figure identified by international mechanisms for his links to serious abuses assumes direct control of the Bolivarian National Armed Forces. This decision has been interpreted as a signal of continuity of a control model based on intelligence and coercion, rather than a shift toward democratic standards. As early as 2019, Human Rights Watch warned: “The appointment of González López should set off international alarm bells due to his deplorable record of past atrocities.” In the view of LabPaVe, that warning not only remains valid, but today acquires greater gravity, as his influence extends from the intelligence sphere to control over the military apparatus. Implications for a democratic transition The report concludes: the appointment of González López constitutes a structural obstacle to any process of democratic transition in Venezuela, as it compromises: security sector reform, accountability, and guarantees of non-repetition. We warn that maintaining in positions of power actors linked to systematic patterns of human rights violations undermines institutional trust and hinders the construction of a State based on respect for fundamental rights. The debate is not only about the past, but about the country’s future: placing at the head of the military apparatus a figure associated with a system of repression documented by international bodies is incompatible with a human rights-based democratic transition.
