Have the highest loot teirs there to increase the risk reward.
This way it's a choice to engage in pvp while allowing the more pve heavy people to enjoy a mettle fredom. Keep pve enemies ad hard as you need to make them.

as somebody who really prefers to play solos, Bungie gating this in a forced trio queue feels torturous and honestly if I'm not given a solo option I'll probably not even engage with the map at all after this weekend

Too many times we have killed 2 people on a team and then the 3rd runs and rats while they pull up the stream to see when we leave the bags to know when it is safe to come rez and then hunt us down knowing our position from stream

the people hating this dont understand that movement, like everything else, is risk/reward. the faster you move, the louder you are, the more heat you generate. a near-instant burst of speed for any runner that only generates a little heat and not much noise (airborn) is busted

When movement tech is something that isn’t part of the base game, it’s something not everyone is doing so casuals don’t complain about movement, taking it out just ruins a portion of the game at the top level without actually helping people who don’t do it since they never see it
