In response to wealth tax aimed at billionaires (California) and extra “millionaire income taxes” (Washington) … many of the wealthy are leaving. But now those same states are devising exit taxes. Even if you leave, they will still keep their hooks in you. Instead of trying to be competitive by lowering their taxes, the Blue states are trying to figure out how to take more after you have left.

It won’t work. For state and local tax (“SALT”) purposes the ability of a state to tax is based on 3 factor apportionment (payroll, property, sales). Each state is different but if an individual or business has none of the 3 factors, the state has no jurisdiction to tax a business or individual. There is also economic nexus based on the Wayfair court decision. This says if a company has remote sales to a state then if certain thresholds are met the state may tax you (each state has different thresholds). So the solution is move everything - no employees, no property, no sales (in state or remote). Refuse sales to states that a person left (even remote). That’s a practical tax solution. State wealth taxes are also unconstitutional. They would not survive a challenge in front of the US Supreme Court.

Urban Alchemy, another non-profit that claims to provide hygiene services and operate “safe sleep villages,” received over $60 million in government contracts, including more than $12 million through LAHSA since 2021.
