For fifteen consecutive days, the Thai armed forces have carried out unlawful military aggression against Cambodia’s sovereignty and territorial integrity. These actions constitute serious violations of the Charter of the United Nations, international law, and the principles of good-neighborly relations. The Royal Government of Cambodia strongly and unequivocally condemns this act of aggression against Cambodian territory. The aggression by the Thai armed forces has not only targeted the Cambodian armed forces deployed to defend national sovereignty, but has also deliberately targeted civilians and civilian infrastructure. As of December 21, 2025, as a result of attacks by invading Thai troops, 19 Cambodian civilians have been killed, 79 injured, and more than 518,651 people have been displaced.

As of December 16, 2025, the toll includes 17 civilian fatalities (including one infant) and 77 civilian injuries. In this sense, Cambodia calls on the international community to strongly condemn Thailand's violations of the Joint Declaration and its repeated war crime and unlawful activities, as well as demands that Thailand take full responsibility for such brazen violations. Cambodia urges that Thailand immediately stop all hostile activities and withdraw its forces from Cambodia's territorial integrity, and avoid acts of aggression that threaten peace and stability in the region. The Thai military continued to drop multiple bombs in succession from F-16 fighter jets on the Victory Bridge on the afternoon of 13 December 2025, following earlier strikes that morning, with the aim of completely destroying the main water-crossing bridge (Victory Bridge) in Veal Veng District, Pursat Province. At present, the bridge has been completely cut off.

To support de-escalation and promote transparency, I have requested the deployment of the ASEAN Observer Team (AOT), led by the Malaysian Chief of Defence Forces, to monitor developments on the ground.
