FOI data exposes collapse in Sefton’s enforcement as residents report thousands of environmental offences New Freedom of Information data obtained by the Green Party reveals a dramatic collapse in Sefton Council’s enforcement of environmental offences, despite residents reporting record levels of fly‑tipping, dog fouling and litter across the borough. Between 2023 and 2025, residents made more than 15,000 reports of environmental issues. In the same period, the Labour‑run council issued just 519 Fixed Penalty Notices (FPNs) — and only 77 fines in the whole of 2025. Green councillor Neil Doolin (Waterloo Ward) said the figures show “a system that has been allowed to fall apart while residents have been left to live with the consequences.” Residents report thousands — enforcement collapses: Fly‑tipping - 2023: 3,623 reports - 2024: 4,139 reports - 2025: 4,148 reports Yet the council issued: - 2023: 13 fly‑tipping fines - 2024: 31 fines - 2025: 21 fines In some wards the mismatch is extreme: - Church (Waterloo) (2025): 322 reports, 0 fines - Derby (2025): 496 reports, 2 fines Dog fouling Reports have almost doubled since 2023, yet fines fell to just 14 in 2025. Litter Litter fines collapsed from 229 in 2023 to 42 in 2025. Across all categories, enforcement has dropped by 69% in two years. Cllr Doolin said: “Residents have been reporting overflowing alleyways, dumped mattresses, dog mess on pavements and litter in parks. Community groups have been out cleaning up the mess themselves. Greens have been raising this with the Labour run council for years. Labour allowed enforcement to collapse, denied there was a problem, and left residents to live with the consequences. Labour only acted after pressure from residents and Greens" In late 2025, after years of pressure, the council finally announced: - higher fines - more enforcement officers - CCTV in fly‑tipping hotspots Cllr Doolin added: “These changes are welcome, but they didn’t happen because Labour suddenly woke up. They happened because residents and Greens forced the council to act.” The Green Party is calling for a more ambitious and transparent approach, including: 1. Scrapping bulky waste charges To stop fly‑tipping at the source and support low‑income households. 2. Publishing ward‑level enforcement targets So residents can see whether the council is improving. 3. Quarterly public reporting To ensure transparency and rebuild trust. 4. A clear enforcement strategy So residents understand how hotspots are identified and how officers are deployed. 5. Support for community clean‑up groups Who have been doing the work the council failed to do. Cllr Doolin said: “Residents shouldn’t have to fight this hard to get the basics done. Sefton deserves clean streets — and a council that listens, acts and is honest about its performance. Greens will keep pushing for the action residents expect"

This is my 23rd post for National Care Leavers Month. Each day I post something from my archive relative to the subject. But today is different. Can you help me find someone. Please. In 1972 a Scottish couple fostered a baby and saved her. She is now looking for the couple to thank them. It means a lot to her. The birth mother recalls meeting them at The Red Cross Office in Edinburgh in 1972. She does not have any details about the foster mother BUT recalls that the foster father was a surgeon (possibly a neurosurgeon) AND that couple had a brown skinned adopted son, which would have been unusual at the time. So many roads in Britain are flooding on a frequent basis. But before they blame it on cow farts causing climate change, it might helpful if local councils could be arsed to regularly unblock and clean the road drains. That’s what we pay our council tax for, apparently.

Just so I’m clear because maybe I’m confused. Before he was in government his report ans recommendation was that care experienced should be a protected characteristic. Now he’s working with his colleagues his recommendations have changed? Is that because he’s not speaking with care experienced people now and again we see ppl deciding what we need. Is that accurate?

This is the truth of it, and it’s disgusting Rebekah. Makes me physically sick. I was 15 and homeless, in care but to consider this for my 16 yr old who is tucked up in her bed in her room filled with Anime after a late night where she played her computer games safely with friends online. Sickens me that this could happen to her or others like her.

But there’s a cap on how much someone can earn to get the 30 hrs free that your not mentioning. My daughter is a single parent of Autistic children, pregnant and earns to much to get 30 hrs free childcare. She pays out her own pocket which means she has to work more hours to survive.
