No, it's not true. Fact-checks from Snopes, Yahoo Sports, the Seattle Times, and others confirm the Seahawks never declined a White House invite. They hadn't even received one as of late February (post-Super Bowl win), per coach Mike Macdonald. A league source said the team was inclined to accept if it came. The "declined" rumor was unfounded social media speculation with no evidence from the team or White House.
