You don't understand dhimmi. Do you know if a Muslim tribe does not pay Zakat (which is most of the time why higher than Jizeya) they will be prisioned or be forced to leave. These things are taxes to maintain the Islamic state. Want to live inside it you must pay taxes. Muslim or not Muslim.
