To answer your question, there are 3 cables running up the east coast, EASSy, Seacom & PEACE, Most Traffic runs over PEACE & Seacom but if one of them fails then all the traffic is routed through Seacom then Ping goes up. With "2africa" Cable system will lower latency by 15-30ms.
