Chuck serves as President of Brooks Consulting International with over 25 years of experience in cybersecurity, emerging technologies, marketing, business development, and government relations. He also as an Adjunct Professor at Georgetown University in the Cyber Risk Management Program, where he teaches graduate courses on risk management, homeland security, and cybersecurity. 

Chuck has received numerous global accolades for his work and promotion of cybersecurity. Recently, he was named the top cybersecurity expert to follow on social media, and as one top cybersecurity leaders for 2024 along with a very select group of industry and government colleagues. He has also been named "Cybersecurity Person of the Year" by Cyber Express, Cybersecurity Marketer of the Year, and a "Top 5 Tech Person to Follow" by LinkedIn” where he has 123,000 followers on his profile. He has 67,000 plus subscribers to his newsletter "Security and Tech Insights." He is also author of a new book: “Inside Cyber - How AI, Quantum Computing, 5G, and IoT will Transform Privacy and Our Security.

As a thought leader, blogger, and event speaker, he has briefed the G20 on energy cybersecurity, The US Embassy to the Holy See and the Vatican on global cybersecurity cooperation. He has served on two National Academy of Science Advisory groups, including one on digitalizing the USAF, and another on securing BioTech. He has also addressed USTRANSCOM on cybersecurity and serves on an industry/government Working group for DHS CISA focused on security space systems. 

Chuck is also a contributor to Forbes, The Washington Post, Dark Reading, Homeland Security Today, Security Information Watch, Skytop Media, GovCon, Barrons, Reader’s Digest, The Hill, and Federal Times on cybersecurity and emerging technology topics. He has been a leading voice in risk management keynoting dozens of global conferences and writing over 350 articles relating to technologies and cybersecurity. He is also the author of two books on cybersecurity. 

In his career, Chuck has received presidential appointments for executive service by two U.S. presidents and served as the first Director of Legislative Affairs at the DHS Science & Technology Directorate. He served a decade on the Hill for the late Senator Arlen Specter on the Hill on tech and security issues. Chuck has also served in executive roles for companies such as General Dynamics, Rapiscan, and Xerox.

Chuck has an MA from the University of Chicago, a BA from DePauw University, and a certificate in International Law from The Hague Academy of International Law.

NORAD was down for 18.5 hours over Y2K according to the people who had to fix it. Several banks crashed but they had staff on hand to fix and a lot of work done in advance. There was a problem with the Year 2038 bug (see wiki) in Jan 18, 2008 and mortgages were recorded as being paid off in the early 1900s as soon as they were created. "buffer overflows" are still a common attack vector in hacking today, despite multiple layers of defenses. That said to clarify two common misconceptions - some bugs are given a lot of noise and then we keep it quiet. Some bugs are not given enough noise and then the responsible parties avoid accountability. Quantum Computing vs Bitcoin is clearly the latter, and the devs may be sued for $2 trillion in Bitcoin losses by criminal negligence. Sufficiently large quantum computers turn a known public key into the private key. 6 million BTC have known public keys. 6 million BTC could be taken and then sold, regardless of the wallet type or ledger or hardware since the info needed is already recorded in the Blockchain. The people making the hardware are declaring they will have the attacker machines ready in 2027, so we should be completely migrated before then to have some safety. I estimate that programming and migration, even rushed, would still take 2-4 years. To be safe with a margin of time, the code should have been decided, agreed and written in 2023. Miners may need to replace their hardware, depending on what part does the tx verification. (Software upgrade to the mining pool, with support from existing code already written is more likely, but we should estimate both until every decision is mapped out.) The code has not been agreed. It has not been written. It has not even been discussed well. BIP360 is the best candidate for a discussion about cryptography, as a soft fork. I support all legitimate paths to quantum safety, I support #BIP360 despite reservations. Some choices of cryptography would prevent transactions being performed because the signatures are 50kb of data each. I am happy to explain some details, but this is probably already too long to introduce the topic.

Title: Multipartite entanglement distribution in Bell-pair networks without Steiner trees and with reduced gate cost Siddardha Chelluri, PhD student in Johannes Gutenberg University in Mainz Abstract: GHZ states are useful for quantum key distribution (QKD) and other secure communication tasks. We focus on generating these states from networks of Bell pairs. Although an existing protocol achieves this optimally in terms of time and resource use, it requires up to quadratic gate operations and solving a NP hard computational problem. Since gate operations are noisy, reducing their number is important, we introduce a protocol uses only a linear number of gates, works on any network structure, and avoids NP-hard challenges. We also performed numerical simulations on several network models, showing that our method significantly lowers gate costs in practice. (The finer details are in: arXiv:2412.04252) Siddardha Chelluri, PhD student in Johannes Gutenberg University in Mainz. My research focuses on quantum communications and quantum error correction, with a particular focus on quantum repeaters and quantum networks.
