Why the double standard? Export Credit Agencies apply a 10% risk premium discount for aircraft under the Cape Town Convention, but not for railways when the Luxembourg Protocol applies. Next week in Paris, I’ll be raising this issue at the #OECD meeting. It’s time for a change
