A new CSI Iowa report finds implementation costs for merchants alone could reach about $82 million under HSB 324, as businesses would likely need significant system and payment processing upgrades to comply with the law. Meanwhile, projected merchant savings from restricting interchange fees on taxes collected during card transactions total about $36.2 million annually statewide. Iowa's unemployment rate edged down to 3.3% in March—the 9th lowest nationally—while labor force participation slipped to 67.7%, still ranking 3rd in the U.S. Even as job counts continue to weaken, Iowa's workforce remains among the most active and employed in the country. Oregon’s unemployment rate has climbed to 5.2%, outpacing the national rate of 4.3%. But this isn’t just a short-term trend.
