Just found this Radiant Virtue feature Here you can see it only activates after channeling Shen's R, not upon casting it.

Gangplank Build: As of right now, Navori works extraordinary well on GP. Due to the fact that the Ability DMG increase works twice with his Kit. Q dmg gets amplified by Navori which then procs the Barrel and gets amplified once more. This currently makes Navori better than IE
