Mamdani didn’t “find” $1 billion. He found a SALT-cap workaround created for pass-through business owners and wants Albany to let NYC skim 25% of the credit while still calling the remaining 75% a loophole. Leadership, apparently, is when you rebrand a tax hike as discovery.
