Ireland is a strange place, a supposedly mature western democracy where a government minister can be responsible for the maintenance of a clear deception causing unjust loss to a citizen in breach of statute making this a criminal fraud offence. She can do this without any concerns in relation to investigation by the civil authorities. A place where the civil authorities just refuse to investigate based on a repeatedly stated lie that deception causing unjust loss is a purely civil rather than a criminal matter. All of this continuing despite repeated detailed briefings of the AG, the Minister for Justice and the Policing Authority. The Minister in this case is Jennifer Carroll MacNeill who has offered no defence on repeated challenge. We need outside help.

I have made a complaint to Sipo against Minister Jack Chambers. It will be interesting to see how their decision compares to the brazen garbage received in relation to a previous complaint against Paschal Donohoe in relation to the same matter. Technical/legal advice provided for the HSE on a matter covered by statute is categorically not policy advice for the Minister. Other complaints against other Office Holders in relation to their failure to correct false information provided to DPER on which false advice underpinning the maintenance of a serious fraud was based were deemed inadmissible due to lack of public importance. How many people have to be deviously defrauded of substantial amounts by Office Holders for it to be of public importance?

Is Justin Kelly fit for the position which he holds? One month on and no response from the Commissioner. No acknowledgment has been received. There has been no attempt to deal with my complaints. No evidence has been taken and no investigation has occurred. There is ongoing breach of The Theft and Frau Offences Act occurring with impunity. Is Justin Kelly fit for the post which he holds?

The Garda not great for my health and wellbeing- -Refusal to investigate criminal complaints allowing ongoing fraud against me. -Outrageous claim to have made a Garda decision that there will be no prosecution! -Hacking of the Gmail system to block delivery of my emails. -Failure to provide requested Pulse Numbers for criminal complaints with statements taken. - Failure to acknowledge criminal complaint in relation to interference with delivery of my emails. -Failure by the Commissioner to respond to complaints Re the above. Not sure that Justin Kelly is the right person for the job. It appears to me that certain people are being protected. Breach of The Theft and Fraud Act is continuing with impunity.

In consideration of motive, means, timing and other evidence there is only one suspect available for the hacking of Gmail to block transmission of my emails. That is the Garda National Cyber Crime Bureau who were researching me on the internet in the days prior to the sabotage. They can only have become involved at the request of HQ.

Looking at the membership of the HSE Board one might think that probity and compliance with the law and with good governance and audit standards are reasonably to be expected. My experience totally belies this. There is ongoing fraud supported by statutory breaches and maintained with the assistance of governance and audit dereliction and a highly unethical “protocol” of non response in a matter of trust which board members appear to be signed up to. Several board members have been briefed repeatedly and in detail without response or effect. Criminal complaints have been made, including a complaint of accessory to fraud against one board member; she made no response when provided with a draft for a statement subsequently taken by The Serious Crime Unit in Pearse Street.

Proper governance, probity, honesty, integrity and courtesy are nowhere to be seen. Instead we have hypocrisy, statutory breaches, governance and audit dereliction and criminality in the board of the largest public body in the country. All of this under the flimsiest cover of a “protocol” of non response.

What is an organisation to do when it is adopting a strategy of non response for the purpose of maintaining a fraud in a matter of trust and the victim has a nominated contact person? The HSE answer was a bogus retirement notification. Edna is still in post years later. Needless to say, no response from HR. The Board is apparently backing the fraud and observing the “protocol” of non response. Mr Cawley (an accountant!) has gone a step further. I would have thought he might have requested an HSE National Internal Audit examination. No standards. No ethics. No respect for the law. No respect for the individual.

Jack Chambers is my constituency TD. I have made a criminal complaint against him. I have been writing to Jack Chambers for years in relation to a fraud in Public Administration. He has never acknowledged me. He is now DPER Minister in a position to withdraw crucial false secret DPER advice underpinning maintenance of the fraud. He still doesn’t respond to my representations. The Fraud is ongoing so I have made criminal complaint of incitement to defraud against Jack. I seem to be very unlucky with my TDs. It is purported to me by Garda DMR South Central Crime that a totally ultra vires decision has been made by Detective Superintendent McLaughlin not to prosecute. The Garda have not taken evidence and I take the above as implying refusal to investigate indictable breach of The Theft and Fraud Offences Act 2001 without providing reason. I wonder does Minister Chambers have friends with friends in the Garda.

I am clearly a person of interest to the Garda. At the same time it is also clear that they don’t want to talk to me, in particular about my complaints of failure to investigate serious criminal complaints, failure to acknowledge further complaint about third party (Garda?) blocking of delivery of my emails and failure to provide Pulse Numbers on request. I believe that the problems arise from acceptance of political interference or illegal instruction at the highest levels in Garda HQ. Brian G works in the Garda National Cybercrime Bureau. Shane Twohig is apparently a civilian cybersecurity expert employed by the Garda. The bar chart indicates the affiliations where clear and not blocked of people looking at my profile on LinkedIn. There is clearly a lot of interest in me by the perpetrators of the fraud (HSE), only exceeded by those assisting them by refusing to investigate. Isn’t it a great little country all the same?

The Garda are no longer saying it is a civil matter but are now claiming to have made a totally ultra vires decision that there will be no prosecution. No evidence has been taken and there has been no investigation with no explanation now attempted.

Something is seriously wrong here. The Garda are not empowered to make a decision not to prosecute indictable offences such as ongoing 70k fraud. Available documentary evidence of deception has not been taken. There has been no investigation. Certain people involved in fraud are being protected it appears.

I believe that this is a deeply flawed level of understanding from someone in a leadership/management role displayed by Leo Varadkar as he walks away from responsibility to satisfy himself in relation to serious allegations of malfeasance in public administration. In tandem with this it appears that the Garda accepted political interference or illegal instruction at HQ level not to investigate which holds sway to this day. Leo Varadkar did not respond to immediate challenge on this matter and ceased acknowledging my correspondence although he was one of my constituency representatives. As with the HSE the shutters came down.

I am informed apparently on behalf of Detective Superintendent McLaughlin that he has purportedly made an an entirely ultra vires decision that there should be no prosecution in relation to criminal complaints against six people relating to indictable breach of Theft and Fraud Offences Act. Available evidence has not been taken. There has been no investigation. I believe that Superintendent McLaughlin is acting on instruction from HQ where there has been corrupt acceptance of political interference or illegal instruction designed for protection of certain people. This is allowing continuation of a substantial ongoing fraud which would surely stop if an investigation was commenced.

RIP Peter Crawford who died tragically the week after I originally posted on Google Maps in relation to false and misleading letters from Philip Lee LLP. The LSRA, like Sipo, the C&AG, the Pensions Authority and the Garda, are refusing to investigate. They all know that the trail leads to Merrion Street.
