Wise move. Indian Ocean has nothing to do with US. With depleted and aging Navy, Western hemisphere and Pacific is best that can be managed where waters are not choppy enough.

Many in Indian strategic community will feel scared or apprehensive about this twist. I would see it as reflection on limits of American power. India has to step up and be responsible for the seas and oceans around without US. Israel, Iranian people, NATO, Ukraine are examples to learn from. And China? Can be managed. Invest in overall securitisation of region. Develop Andamans and Lakshdweep as financially self sustainable hubs on which military bases build upon and not other way round.
