Note that: 1. This will not actually stop people honking at bad driving, nor is it seriously intended to. 2. The driver is not necessarily actually a bad driver, that's merely the premise of the joke. 3. Humour (both for the teller and the audience) is often based on relieving anxiety, and in this case it's anxiety over being honked at for bad driving.
