The point is that the Jay-Z freestyle isn’t a song. It was never recorded and released, It’s not on streaming, it never hit radio, you can’t purchase the record, and most people won’t revisit it. It has no business being on a “best songs” list. Much less the only representation for Hip Hop music.

Can't speak for most of this list because I don't know a lot of these songs, but Jay at #7 for that freestyle tells you everything you need to know about just how cooked this industry is.
