Today is the 3rd anniversary of the Sudanese Civil War’s outbreak. Human Rights Watch has released a new report showing just how often the Muslim Brotherhood-linked Sudanese Armed Forces (SAF) and various affiliated militias have used arbitrary detention, torture and forced disappearances against civilians in areas under their control while also denying them due process rights. The reports also shows that SAF persecutes people who they have labelled as “collaborators” simply because of their ethnicity, humanitarian work or democracy activism. HRW writes that they have compiled accounts by former detainees, their relatives and lawyers which paint a grim picture of arbitrary abuses emboldened by a climate of impunity under SAF rule. The Sudanese military and affiliated forces have held detainees incommunicado, leaving families with limited information about, or access to, their loved ones, and in some cases forcibly disappeared people. Human Rights Watch interviewed 28 people, including 7 former detainees, 9 relatives of detainees, 11 lawyers and activists, and a member of the security forces, between June 2025 and February 2026. They described abuses against men and women detained by the SAF and its affiliates in areas controlled by the army or that the army retook from the RSF since 2024, including Khartoum, Gezira, Gedaref, Red Sea, and Northern states. The al-Baraa Ibn Malik battalion, an Islamist militia of 20 000 soldiers fighting alongside the SAF and which is essentially part of the Muslim Brotherhood, is portrayed as being behind many of the war crimes. The evidence indicates that the military has targeted individuals based on their identity, focusing on people from Darfur, whom they profile as collaborators since SAF’s main opponent in the civil war that has been raging since 2023, RSF originates from Darfur. Finally, the report also points to civilians being given the death penalty and executed after accusations of “waging war against the state” despite very little evidence and a lack of due process. The map below shows the regions in which HRW has recorded SAF using arbitrary detention.
