Just found the author is Zbigniew Woźniak (zbigniewwozniak.pl/fullscreen/rep…). My initial reverse image search didn't find him as his website only has the pic in B&W It was taken during Jarocin Festival (not sure which year but definitely after 1989 due to "policja" rather than "milicja")
