Kyknya kita jgn pakai istilah resilient lagi utk kegagalan sistem fundamental spt ini. Krn itu mengalihkan tanggung jawab Pemerintah ke “betapa resilience”nya warga. Warga tentu mau tidak mau bertahan dan cari taktik, tapi itu malah makin kemari makin “dimanfaatkan scr tdk semestinya” oleh Pemerintah. Kegagalan Pemerintah dlm menciptakan hunian terjangkau tengah kota, diversifikasi kesempatan lokasi kerja, hingga penyediaan siatem transportasi massal dan segala hal lainnya.
