I think the power elite made a strategic shift, focusing less on Christianity as a whole and more on Protestants in particular. Catholicism, with its centralized hierarchy, is harder to control unless you can capture leadership at the top. Protestantism, by contrast, is highly fragmented, making unified resistance far less likely. This allows them to retain much of the Christian population without facing a single, organized opposition.
